good question, and i think the answer is no , unless they put an option in for creating OWN server. i dont think that is there

No chance, the beta can only be played on one of the hosted servers. It remains to be seen whether or not the final release will be able to host a local server in game, DICE have already stated that there will be no dedicated server code for general use. Only for ranked partners to host.
