AFAIK, there is nothing in the rules about re-nominating a previous clan leader, as long as it's not the current leader.
However, everyone in teh clan does have the right to make themselves illegible for the job, so if you were to nominate for example Mega, he could decline the nomination if he wanted to.
I think that the best way to handle the elections this year is to do it as we did it two years ago. Everyone gets a chance to nominate suitable candidates, and then everyone gets to vote once all of the nominations are in. I prefer to do it this way for two reaons:
1. It gives potential candidates the opportunity to decline nomination
2. It means that the actual voting is limited to those members that are eligble for the role, and ensures that we don't get lots of people with a couple of votes each.
I'll put upa nomination thread in the next week or so (beginning of August), so that we can get this show on the road.
