Not sure if anyone is aware of this, but Telkom publish a list of contacts for each area of their coverage... but they keep it in a well hidden spot on the website...

But here is it

Gives you the contacts details for the individuals responsible for:
- Wayleaves Section
- Planning Section
- Commodity Section
- Network Maintenance Section

lol - i think its more along the lines of "hey man, when the hell are we getting 20Mb in this area?" kinda thing
