The Download is 960Mb I think, so not MASSIVE - and Steam now has a setting to set EXACTLY where you download from, like;

Africa - Johannesburg
Africa - Johannesburg (IS Gaming)
Africa - Johannesburg (Mweb)
Africa - Capetown
Africa - Capetown (Web Africa)
Africa - Capetown (Mweb)

So set yours correctly and you get LOCAL download
