I want to set up a website for my business and then add it to google adword. But the prices out there are @*&%# So i want to do it my self or some one who is willing to work for booze lol.
Can any one help me in where do I start what to do and so on

Honestly we're actually hosted in the United States, the price difference cannot even slightly be compared.

With regards to payed add's via google I would not advise this as you know it is increadably expensive. There is a free and or cheaper alternative when approchaing this.
SEO - Search Engine Optimization
This generally entails makeing sure you indext the right information so that when googles spider bots crawl through the web they can take the right kind of information from your website and index this for search purposes.
If you manage SEO correctly you can be within the top 6 page returns from a search depending on your fieldand search critearia. The one downside to SEO is the following.
Content, content, content, content and content.
SEO relizes on the information you provide and how you provide it, but if you want to do it properly I would strongly advise that this is the course you take.
